At the time of purchase, the customer is given the option to either pay using a no-fee method (such as cash) or pay an additional cost of 3.5% if they pay by credit card. The choice is the customers.
Either way, the business owner keeps 100% of the transaction.
The customer will be notified at the time of the transaction as to the additional 3.5% fee for using a credit card. The customer can then choose to either pay with a card or another method.

"A PCN cannot stop you from offering your customers a discount or another incentive for using a certain method of payment, as long as you offer it to all your customers and disclose the offer clearly and conspicuously. But the new rules do not address other PCN restrictions that may prevent you from offering discounts or similar incentives that vary based on the use of a card from a particular issuer or a particular PCN."
